Freiherr Karl (Carl) Fredrik Rotkirch, born in Porvoo, acted as a Finnish statesman during the Swedish rule as well as the Russian Grand Principality. He participated e.g. in king Gustav IV Adolf's visit to Finland and later on in the Diet of Porvoo. Rotkirch was appointed as the president of Vaasa hovrätt (Royal Court).
