The service was ordered by the minister of the Imperial Court Prince P Volkonsky (1776-1852) for the Winter Palace. It was designed for 60 persons and comprised dinner and desert sets, in all 1500 objects and named the Ministerial Service. In 1853 a large part of the service was handed over to the Ropsha Palace near Peterhof and was then called the the Roshpa Service.
